UWCSEA has a permanent vacancy at its East Campus for a Facilities Assistant Head of Department - M&E & Fire Safety Manager.

As a Facilities Assistant Head of Department - M&E & Fire Safety Manager, you will work closely with the Facilities and Operations Manager to oversee daily facilities management, including Mechanical & Electrical (M&E) operations and fire safety responsibilities. Your role will involve managing the maintenance, operations, and repair of M&E systems such as electrical installations, fire protection systems, air conditioning and mechanical ventilation (ACMV), lifts, lighting, lightning protection, CCTV, access control, and plumbing. You will lead the M&E team to ensure effective operational support across the campus.

This position requires you to be a proactive leader who can motivate the team, conduct training, and continuously improve standards. You should be comfortable taking a hands-on approach, able to multitask effectively, and willing to extend working hours to ensure smooth execution of after-hours events. Strong M&E knowledge and skills are essential, as is the ability to communicate confidently with all stakeholders, from cleaners to principals, students, and parents. Additionally, this role serves as a representative of the college and the department's culture, demonstrating the college's values in practice.

Main Responsibilities

Reporting to the Facilities HOD, the incumbent will oversee the daytoday facilities operations and help execute the college's operational goals.

  • Team Leadership: Lead the M&E team, manage staff deployment, allocate job responsibilities, and oversee daily operations, contract matters, and project/event support. Guide team development and ensure positive engagement.
  • Operational Management: Oversee M&E services, sports equipment, building maintenance, car park systems, and campus upkeep. Perform routine checks and address issues like leaks, chokages, and structural defects. Monitor maintenance inventory and replenish supplies as needed.
  • Fire Safety & Compliance: Act as the certified Fire Safety Manager, ensuring fire safety infrastructure and emergency systems are fully operational. Actively participate in the Campus Emergency Response Team (CERT).
  • Cross-Campus & Vendor Coordination: Collaborate with dual campus teams and manage external vendors to ensure routine maintenance and testing meet safety standards. Contribute to cross-campus projects, including M&E tasks and sustainability initiatives.
  • SOPs, KPIs, & Process Improvement: Administer SOPs/KPIs, improve services by evaluating and redesigning processes, and implement changes. Develop tender specifications, lead the tender process, and track service provider performance.
  • Documentation & Reporting: Create and edit presentations, SOPs, policies, and reports. Monitor budgets and provide summaries as needed. Lead weekly departmental meetings and complete any special assignments or projects.
  • Stakeholder Engagement: Build relationships with internal and external stakeholders, ensuring effective management of operational contracts and delivery of outcomes.
  • Flexible Support: Support various facilities and operational needs, adapting to changing requirements across the department and college.

Person Specifications

  • Minimum Diploma in Engineering or equivalent.
  • Certified Fire Safety Manager.
  • Minimum 5 years of team leadership experience, ideally in mixed developments or institutional settings, with a proven ability to manage large administrative projects.
  • Background in facilities operations or entrepreneurial environments is advantageous.
  • Strong knowledge of M&E, solar, and AV systems, with experience in managing capital works and both Capex and Opex budgets.
  • Willing to work a flexible schedule, including emergencies or critical infrastructure incidents.
  • Ability to provide technical support and supervision for the M&E and AV teams.
  • Demonstrates excellent leadership, communication, and interpersonal skills; able to draft correspondence and other documents with minimal guidance.
  • Detail-oriented with strong organizational skills; capable of multitasking, prioritizing tasks, and managing multiple projects simultaneously.
  • A proactive, adaptable, and professional team player who can also work independently and handle pressure effectively.
  • Skilled in Microsoft Office (Excel, Word, PowerPoint), databases, and web technologies, with high computer literacy.
  • Willingness to work on a rostered schedule to ensure smooth execution of college events.
