Overview

As an Assistant Manager in NUHS’s Corporate Finance Office, you will support NUHS’s transformation towards a Value-Based Healthcare Model. You will have the opportunity to drive development of payment models that supports overall NUHS objectives, conduct analytics and financial modelling to support business partners in key decision making, and for cost optimisation workstreams. You will leverage on data analytics to derive data driven insights, collaborate within multi-disciplinary teams, as well as present findings and facilitate discussions among key stakeholders:

Key Responsibilities

1) Support NUHS’s shift towards Value-Based Payment Models and Cost Containment

  • Support the review, design, and implementation of value-based payment models within NUHS. This includes supporting the design and implementation of payment models from clusters to individual providers, while complementing with an appropriate incentive structure and a performance measurement framework to drive value in healthcare.
  • Support NUHS cost containment workstream through collaborating with both internal and external stakeholders, and leveraging on data analytics, to understand performance variation, and facilitating discussions to identify and implement interventions to reduce unwarranted variation in performance and processes.

2) Support Costing and Pricing Decisions

  • Support costing and pricing decisions for services to ensure cost recovery and financial sustainability of services for both patients and NUHS
  • This includes developing costing models to determine full cost of service delivery, and proposing appropriate charges for services taking into account prevalent MOH subsidy and cost recovery principles.

3) Business Partnering and decision support

  • Perform analysis and responsible in business partnering with departments in providing financial advisory and perform feasibility analysis/ modelling on new projects.
  • Support, review and implement new MOH policies by analyzing requirements, including determining feasibility, cost, time and resources required.
  • Provide support and advice to departments and project teams on operational financial matters to ensure smooth operations and timely financials update.
  • Produce and/or provide inputs to concise and value adding reports for regular performance reviews with senior management

4) General Responsibilities

  • Project manage assigned projects to ensure adherence to established timeline
  • Support and drive ad-hoc projects/tasks assigned by the Reporting Officer and Head of Department
  • Assist in the crafting and reviewing of slides, approval papers and proposals of new projects/initiatives as requested

Requirements

  • At least Bachelor of Accountancy, Business, Business Analytics, Statistics or Economics; or a related field
  • Between 1 to 4 years of relevant working experience
  • Good quantitative skills and data literacy: Proficiency in determining and applying appropriate quantitative statistical techniques to support data analytics, and have knowledge of relevant softwares such as SAP, Microsoft Office suite (esp Excel), and analytical tools (e.g. SQL, Python, STATA, R or similar languages)
  • Some experience in data visualisation tools (e.g. Tableau) to visualise data and create dashboards will be advantageous
  • Exhibits logical, meticulous, analytical aptitude to distil complex data into actionable insights and recommendations
  • Exhibits initiative and independence to acquire and develop in depth knowledge required to function effectively and proficiently
  • Team player with effective and clear communication skills to front discussion and enable effective collaboration in a multi stakeholder environment
