The HR Division comprises of Recruitment, Planning & Policy, Analytics & Transformation, HR Operations, Talent Management, People Development & Planning Office and HR Partners departments.

As part of the HR Analytics & Transformation team, you will participate to transform the way HR functions, using data, systems and optimised business processes, in collaboration with different stakeholders, to guide all areas of HR.

Role and Responsibilities

Perform user requirement analysis for the development / implementation of new systems and/or enhancements to existing systems.
Apply Design Thinking / Service Design methodology and tools to develop and execute the approach to derive current state gaps and challenges, and future state design and solutions.
Evaluate and recommend suitable technology while aligning to A*STAR's technology directions.
Identify and adopt the appropriate development methodology (e.g. Agile or Waterfall) in an Outsourced, Co-Sourced or In-house development environment.
Constantly review existing systems and processes and suggest improvements and ideas to increase efficiency and performance.
Involvement in the system integration testing phase prior to implementation.
Plan and coordinate end-user training for any system implementations or enhancements.
Develop and maintain dashboards to help users view and monitor trends.
Automate and digitise manual work by understanding the work of various HR departments and provide expertise to create automation and digitisation through use of tools like Power Automate, Python, Forms etc.
Maintain existing automation workflows / systems as and when required.

Requirements

Diploma/Degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering or related subject area with minimum 3 years of relevant experience.
Prior working experience in IT business analysis, application solutioning design and testing.
Participated in at least one full software or product development cycle, preferably using Agile Methodology.
Successful track record in service management, user and vendor management (good to have).
Strong analytical, conceptualisation and problem-solving skills.
Strong communication skills with the ability to pitch ideas and influence.
Ability to have initiatives and to work independently.
