To support the development of arts in Singapore, NAC provides subsidised spaces at NAC arts centres to artists and arts groups. Concurrently, it unlocks other spaces by working with public and private space owners to facilitate arts access catering to different needs.

You will be part of the Infrastructure Planning & Development team, which manages NAC’s portfolio of arts spaces. These spaces are leased to artists/arts groups or serve as facilities for hire to support various needs such as presentations, rehearsals or projects.

With strong fundamentals in public sector contracts management, procurement and stakeholder management, you will support the department in development project matters. This includes the maintenance and administration of contracts, conceiving development briefs based on the department workplan, submitting budgets for approval, review of multi-disciplinary consultancy service tender requirements, and working with VITAL for GeBiz publication and award. You will also provide advice on procurement matters to ensure compliance with procurement policies and procedures.

What you will be working on:

  • Procurement & Contracts Management
  • Ensure that development contracts adhere to government procurement guidelines, policies, and regulations
  • Stay abreast of the latest Instruction Manual (IM) and construction procurement circulars, updating SOPs and recommending improvements
  • Spearhead procurement processes, from drafting tender documents to contract awards
  • Collaborate with consultants and team members to identify and mitigate contractual risks
  • Administer development contracts, including amendments, extensions and compliance monitoring
  • Maintain meticulous records for easy retrieval and audit purposes
  • Resolve contract disputes and ensure legal compliance in government contract management
  • Oversee approval and payment processes in line with IM, Public Sector Standard Conditions Of Contract (PSSCOC), and relevant development project standards

  • Assist in managing development projects to meet targets and budgets
  • Exercise keen judgement to identify and escalate potential issues
  • Support project risk management and internal control processes
  • Review payment claims and reconcile variations with budgetary approvals


Requirements:

  • Tertiary qualification(s) in Project & Contracts Management, Building or equivalent field
  • At least 3 years of relevant experience in development contracts management, project planning and execution
  • Well-versed in public sector procurement, IM, and PSSCOC with hands-on experience
  • Strong analytical, communication, and presentation skills
  • Good interpersonal skills for managing diverse stakeholder groups
  • Robust organisational and planning abilities
  • Meticulous attention to detail
  • Self-motivated, able to work independently, and comfortable working in a small team setting
  • Proficient in Microsoft Office suite and relevant project management, visualisation, and analytical tools
  • Experience in technology and digital solutions for infrastructure development
  • Experience working with consultants and project development teams in public sector projects
  • An interest in the arts will be advantageous
