Overall Job Purpose:

You will lead a team to provide HR business partnering support to the Divisions on strategic and operational HR matters in the areas of recruitment, retention, performance management, disciplinary matters and manpower budgeting.

Key Responsibilities:

  • Partner with assigned Division Directors to oversee their HR needs, including workforce planning and manpower needs, building of competencies, managing change especially in organizational design and/or restructure, alignment of employees to meet business objectives.
  • Directly responsible for the full spectrum of HR matters for the Divisions under your charge.
  • Partner with internal and external stake holders to deliver HR strategic goals while meeting operational HR requirements.
  • Lead the team to support the full spectrum of HR matters including (but not limited to)
  • Anchor the manpower budgeting cycle encompassing correlation of manpower budget requests, rationalisation of headcounts etc.
  • Assist to review HR policies based on an understanding of business priorities and provide HR policy guidance and interpretation to stakeholders.
  • Proactively identify gaps in the existing processes, propose and drive changes necessary to establish good HR practices, processes and service delivery.
  • Act as the Industrial Relation Officer to Union and continuously work to bridge any gaps between management and staff including grievance handling, mediate and resolve staff and people issues and conduct investigations where necessary.
  • Manage all disciplinary issues and work with business unit to conduct counselling where required.
  • Participate in meetings with respective divisions and proactively provide inputs in the development of business and operational plans/initiatives.

Job Requirements:

  • At least 8 years of HR Business Partnering/HR Generalist experience, including at least 3 years in leading a small team of HR staff
  • Confident business partner with the ability to build and maintain constant rapport with the business at a strategic level and be hands-on when required
  • Being conversant with full spectrum of HR functions
  • Excellent communication (written and verbal) and problem solving skills
  • Working knowledge in employee relations case management and good understanding of local employment laws.
  • Knowledge of public service guidelines preferred.
