About Urban Redevelopment Authority (URA)

The Urban Redevelopment Authority (URA) is Singapore’s planning authority. Our mission is to make Singapore a great city to live, work and play. We plan and facilitate the physical development of Singapore, in partnership with agencies and the community, to create a vibrant, sustainable and cosmopolitan city of distinction.

URA has undergone a digitalisation journey to harness Geospatial and Data Analytics for more data-informed planning. URA was recognized as the Asia Pacific 2017 regional DX Leader in Talent Acceleration by IDC and received the 2019 Business Transformation Award from PSD. URA has embarked on a Digitalization 2.0 effort to progress from planning analytics, to strengthening the use of Modelling and Simulation, as well as AI technologies, in urban planning and design. URA is also the Whole-of-Government “Urban Planning & Design Technology Centre of Excellence” (URBEX), and will play the role to digitalise and cohere the urban planning and design ecosystem in its use of data, tools and models.

About Design and Planning Lab

Be part of the URA Design and Planning Lab, which spearheads development and experimentation of smart planning technologies through Ops-Tech collaborations. Our teams, with capabilities in data management, engineering and governance, software development, urban design technologies, data science, modelling and simulation, work closely with planners, architects and policy makers across various agencies to generate insights and develop digital solutions to tackle interesting challenges of Singapore’s urban planning needs.

What you will be working on

Join the Design & Planning Lab (DPL) team and work on projects such as the Planning Sectoral Data Hub. The work is exciting, enriching and fast-paced, and will require you to engage with planners and policy officers across various agencies to develop a sectoral data hub which will inform data-driven planning & insights. For example, planning datasets allow planners easy access to data visualization and analytics tools & platforms to support planning studies and processes.

You will lead the cloud engineering technical function within DPL and provide technical leadership and guidance to the team, including overseeing and mentoring junior engineers. The job will be challenging but exciting and rewarding.

Key Responsibilities:

• Design, implement, and maintain cloud-based infrastructure and services, including compute, storage, networking, and security.

• Ensure the reliability, scalability, and security of our cloud-based systems.

• Collaborate with cross-functional teams to design and implement solutions that meet business requirements.

• Develop and maintain automation scripts and tools to streamline deployment and management of cloud-based systems.

• Monitor and troubleshoot cloud-based systems to identify and resolve issues.

• Manage the cloud budget, estimating project requirements, and prudently overseeing financial resources to assist projects in meeting their specific cloud resource needs.

• Stay up-to-date with emerging trends and technologies in cloud computing, and advise on best solutions available

What we are looking for

• Degree in Computer Science, Computer Engineering, or related disciplines.

• Interest and passion to develop digital platforms, and comfortable with Agile development.

• Able to work well with a team and is willing to learn, taking the initiative, and possessing leadership skills.

• Effective presentation, communication, and writing skills.

• Cloud Engineering Experience:

o Preferably 2-3 years of hands-on-experience on supporting cloud infrastructure, architecting, designing, developing, and implementing cloud solutions in AWS and Azure (preferred). Professional certifications such as Azure Certifications and AWS Certified Solutions would be an advantage.

o Strong understanding of cloud computing concepts and technologies, including IaaS, PaaS, and SaaS.

o Strong scripting skills in languages such as Python, Bash, or PowerShell.

o Excellent problem-solving and troubleshooting skills.

o Technical experience and proficiency in one or more of these areas

- Public Cloud Platforms – Azure, AWS

- Private Cloud Platforms – VMware, Citrix

- Government Commercial Cloud (GCC)

- Cloud Technologies – Azure Data Factory, Snowflake, Databricks

- Operating Systems – Windows, Red Hat, Ubuntu

- Web Server – Microsoft IIS, Apache

- Middleware Technologies – Oracle WebLogic, Red Hat JBoss

- Backup Software – Veritas NetBackup, EMC Avamar

- Serverless Computing Technologies – AWS Lambda, Azure Functions

- Infrastructure-as-code Tools – Terraform, CloudFormation

- Containerization Technologies – Docker, Kubernetes

• Additional Experience with the following would provide an advantage:

o GIS Technologies – ArcGIS Server, GeoServer, PostGIS

o Database Technologies – PostgreSQL

o Log Management Tools – Splunk, ELK

o DevOps Technologies – Azure DevOps, GIT, Jenkins

o Agile Management Tools – Confluence, Jira, Kanban board

• Possessing domain knowledge in planning sector would provide an advantage.
